Built for document-heavy work

Structure the observations your team already makes.

Observation Engine is for teams whose decisions still begin in reports, submissions, audits, assessments, and operational documents.

GIS and planning

Turn narrative submissions and supporting reports into consistent observations for review and follow-up.

Public administration

Give policy and program teams a repeatable path from source documents to structured, reviewable records.

NGO operations

Capture comparable evidence across recurring reports without uploading source documents to a hosted service.

Audit and research

Preserve the connection between an observation, its source passage, and the analyst who finalized it.

Health operations

Support document-heavy operational review without making clinical, privacy, or regulatory certification claims.

A deliberate workflow

From report to reviewable record.

Explore the full workflow
  1. 01

    Import

Open a DOCX report in the Windows desktop application. Source files remain in the approved local or team environment.

  2. 02

    Observe

Select evidence and assign it to structured fields, projects, versions, and analyst-defined facts.

  3. 03

    Review

Resolve missing or conflicting fields and check every observation against its source context.

  4. 04

    Finalize

Commit a named analyst decision to the configured LocalDB or team SQL database.

  5. 05

    Find and export

Retrieve finalized facts by value and export approved rows to a structured XLSX workbook.

Designed for accountable pilots

Access is controlled without hiding how the system works.

Controlled distribution

Each approved analyst receives a time-limited entitlement to one exact, independently audited artifact.

Evidence-bound releases

The catalog accepts only digest-addressed installers with an eligible PRE verdict. There is no latest-version pointer.

Metadata-only support

The in-app reporter sends structural metadata, never screenshots, document text, files, SQL credentials, or page content.

Current approved scope

A controlled Windows pilot, with the boundaries stated plainly.

Included

  • Windows desktop package
  • DOCX source documents
  • Predictions disabled
  • LocalDB or approved BYO SQL-auth
  • Controlled, named-user distribution

Not claimed

  • The installer is not Authenticode-signed.
  • The elite Windows shell and standard-user Windows 11 certification are not complete.
  • Two-machine and concurrent shared-database operation are outside the current proof scope.
  • No sector certification or direct ArcGIS integration is claimed.

Installer naming: the approved package is Observation Engine, but this candidate installs as Data Organization and downloads as DataOrgSetup.exe. Desktop rebranding is tracked separately.
